How about posting clips as torrents? I have started
BitTorrent/RSS video blog with tracker (dv.open4all.info)
and could carry torrents and comments. If that works will
open an account for you and you can post directly there…

Use Bittorrent or FreeCache…
FreeCache is probably your best bet in terms of ease of use.
