Bush Backs Constitutional Amendment Huh? Seems like we could set up this kind of a system (notifying victims of their attacker's parole hearings) without amending the constitution over it. Actually, I'm a little surprised that such systems aren't already in place.

And what else might get ushered into the Amendment in the process??
